The Measurement and Control Device Lab (MCDL) and Test Center of Measurement and Control Device and Network in Machinery Industry (TCDN) are affiliated with the Instrument Technology and Economy Institute (ITEI) of the Chinese Academy of Engineering, located at 397A Guanganmenwai Street, Beijing. Established in 2006, MCDL/TCDN operates as a neutral, non-profit third-party testing organization hosting more than 400 pieces of top-tier testing equipment and a team of engineers, senior engineers, and staff holding doctor and master degrees. The lab holds CNAS Laboratory Accreditation (L3331), authorization from China Machinery Industry Federation (CMIF), and has contracted relationships with TÜV Rheinland (Shanghai), Beijing General Certification Center, China Quality Certification Center (CQC), and the General Armament Department's Military Electronic Components Detection Technology center. MCDL/TCDN is the first Chinese laboratory to bring PROFIBUS and MODBUS industrial control network testing into the national accreditation system, and is authorized by MODBUS IDA (2006) and PNO/PROFIBUS International (2007) for conformity and interoperability certification. The EMC laboratory is built around GTEM cells, a shielded room, and a full set of advanced immunity instruments including RF power amplifiers, ESD simulators, surge generators, EFT/burst generators, conducted immunity systems, power frequency magnetic field generators, and voltage dip simulators.

MORLAB Testing & Certification Laboratory (摩尔实验室) is a leading Shenzhen-based third-party testing, examination, and certification institution founded in 2004 and headquartered at Building A, 1-3F, Feiyang Science Park, No. 8 Longchang Road, Baoan District, Shenzhen. With nearly 20 years of industry experience and offices in Hong Kong, Beijing, Shanghai, Chengdu, Xiamen, Xi'an, Tianjin, Dongguan, Jiangsu, Taipei, Russia, and Japan, MORLAB operates one of the most extensive multi-site testing and certification networks among China-based independent labs. Accredited by CNAS, A2LA, and TAF, MORLAB holds a highly distinctive portfolio of authorizations: it is the only HAC (Hearing Aid Compatible), CTIA OTA, and Bluetooth BQTF lab in South China, holds FCC TCB status, and is a CBTL for battery and IT/AV products. Additional witness authorizations are held with UL, MET, TÜV (GS mark), TRAC, BABT, NEMKO, Phoenix, SIQ, Timco, and Telefication. EMC testing spans the full suite of emission and immunity standards across GB, IEC, CISPR, EN, FCC, VCCI, and GJB, with RF services covering 2G through 5G NR, SAR, OTA, DFS, mmWave, IEEE 1725, PTCRB, GCF, and REACH. MORLAB's self-developed laboratory management platform ensures project transparency from intake to report delivery.

Telecom and multinational files

Networking and public-sector electronics need emissions and immunity with a paper trail. CCC/GB methods matter for domestic sales. Export add-ons should be named—do not assume a Beijing GB report is FCC-listed. Visitor rules can be stricter than in a southern factory town; put badge lead time in the RFQ.

Beijing vs. Shanghai or Shenzhen

Use Beijing when the program and the witnesses are northern. Use Shanghai or Shenzhen when the factory is there and you need debug next to the line. Confirm CNAS scope and language of the report package.

Frequently asked questions

Quick answers about EMC testing in Beijing

Can Beijing labs do both CCC and CE?
Ask for both GB and CISPR/IEC methods. They overlap but are not automatic substitutes.
Should a Shenzhen factory book Beijing?
Usually no, unless a customer or regulator witness is in Beijing. Debug belongs next to the line.
