What an EMC converter is for

An EMC converter is a unit translator for the four languages that show up on a typical test bench: conducted voltage (dBµV), analyzer power (dBm), linear field strength (V/m), and logarithmic field strength (dBµV/m). The physics is the same disturbance; the instrument, the LISN, and the limit table each picked a different reference.

Engineers use these tools when a customer spec mixed units, when a pre-scan plot is in dBµV/m and an immunity level is in V/m, or when a spectrum-analyzer marker in dBm has to be compared with a CISPR conducted limit in dBµV. How to pick the right tool

Start with the measurement you already have. Conducted LISN or analyzer readings belong in the dBm ↔ dBµV and conducted-emissions converters. Radiated receiver readings that still need antenna factor belong in the radiated field calculator. If you already have field strength and only need dBµV/m to V/m (or the reverse), use that dedicated converter. Distance mismatches between 3 m and 10 m limits go to the extrapolation tool. A finished dBµV/m number can be dropped into the emission limit checker for a simplified CISPR 32 or FCC Part 15B margin.
