CESI's Milan site on Via Rubattino, operating within the KEMA Labs group, is primarily a high-voltage and high-power testing institution of international standing, and its EMC laboratories exist to serve that electrical-grid caseload rather than general consumer compliance. The EMC facilities comprise two anechoic chambers for radiated and conducted immunity testing plus three shielded chambers dedicated to conducted immunity, burst immunity and fast transient testing - a configuration aimed squarely at protection relays, substation automation, energy meters and switchgear control electronics, which must survive the transient environment of a substation rather than a living room. The surrounding estate is on a different scale from anything else in this directory: a high-voltage hall measuring 45 by 40 by 42 metres with a 4,800 kV charging generator storing 240 kJ, rated for lightning impulses to 2,700 kV and switching impulses to 1,800 kV over a 20 by 14 by 13 metre test space; AC sources to 700 kV and impulse generators to 2.0 MV with partial discharge, radio interference voltage, capacitance and tan delta measurement; three cable prequalification lines for systems to 800 kV including a concrete tunnel and a salt-water pool; and a high-power area with six 500 MVA single-phase transformers on a 220 kV grid, a 2,000 MVA short-circuit generator and an external bay for transformers to 400 MVA and 400 kV. The energy meters laboratory is a notified body for the Measuring Instruments Directive annex MI-003, the smart metering laboratory dates from 2000, and ATEX and IECEx certification for explosion-protected equipment is issued through KEMA Labs. Specialisations are protection relays and IEC 61850 substation automation, energy meter certification under EN 50470 and the IEC 62052 to 62059 series, smart metering, switchgear and surge arrester testing, and high-voltage dielectric and HVDC qualification.

IMQ is Italy's principal product conformity assessment organisation, operating for around seventy years from its Milan headquarters and laboratories on Via Marco Fabio Quintiliano, and the IMQ mark it issues is one of the longest-established safety marks in Europe. EMC coverage comprises radiated and conducted emissions, mains harmonics, flicker, radio disturbance power and click analysis on the emission side, and radiated and conducted immunity, power-frequency magnetic field immunity, fast transient burst, surge, voltage dip and electrostatic discharge immunity on the immunity side. IMQ is a notified body for the principal EU directives, including the EMC Directive 2014/30/EU, under which it issues EU type-examination certificates, and for the Radio Equipment Directive; it is accredited as a product certification body to ISO/IEC 17065 and as a testing laboratory to ISO/IEC 17025, and is an IECEE recognised certification body and CB testing laboratory at its Milano, Treviso and Macerata sites. Prolab Service operates a test laboratory on Via Ratti at Lesmo in the Monza e Brianza province of Lombardy, running electromagnetic compatibility work in an anechoic shielded chamber alongside an unusually wide non-electrical scope. The EMC bench covers emissions and immunity with electrostatic discharge, fast transient burst and surge testing, and the laboratory pairs it with vibration and shock testing, stress testing, durability and ageing cycles and reliability verification - so a product can go through environmental and mechanical qualification and EMC in one place. Beyond that it does chemical testing, including tests for products in contact with food, cosmetics and toys, and RoHS compliance work by X-ray fluorescence analysis of homogeneous materials with the compliance file prepared alongside. TUV Rheinland Italia runs the group's Italian testing estate from Pogliano Milanese on the north-western edge of Milan, with further offices at Bologna and Naples.
