RF Exposure Lab is a privately owned, A2LA-accredited SAR (Specific Absorption Rate) testing facility located in San Marcos, California. It is the only independent, stand-alone SAR testing lab in the United States, focused exclusively on RF exposure compliance testing for wireless device manufacturers and FCC test laboratories. The lab specializes in SAR testing — measuring the rate at which the human body absorbs RF energy from wireless devices to ensure compliance with FCC safety limits. Typical products tested include cell phones, laptops, tablets, modems, medical devices, and other wireless equipment. Beyond traditional SAR testing, RF Exposure Lab also offers power density testing for devices operating at 6 GHz and above, addressing the growing need for millimeter-wave compliance as wireless technology moves into higher frequency bands. The lab was notably the first U.S. testing facility to receive ISED (Innovation, Science and Economic Development Canada) accreditation for millimeter-wave testing. They also perform nerve stimulation testing for products that generate RF energy in the 3 kHz to 10 MHz range — such as RFID readers, wireless power transfer systems, and ISM equipment — where the user is in direct contact with the device. The lab was founded by Jay and Tamara Moulton. Jay Moulton brings over 25 years of SAR industry experience and was involved in writing the SAR testing methodology used to establish current FCC requirements. His background spans both manufacturing and regulatory SAR testing, giving the lab a unique combination of practical design insight and compliance expertise. The team also provides design suggestions during the testing process to help manufacturers resolve SAR issues before finalizing their product designs. RF Exposure Lab tests to worldwide SAR standards including IEEE 1528, Industry Canada RSS-102, and Health Canada Safety Code 6.
