TECNALIA is the largest private applied research centre in Spain, and its EMC laboratory sits on the Gipuzkoa Science and Technology Park at Donostia-San Sebastian in the Basque Country. The laboratory is accredited by ENAC for electrical testing to ISO/IEC 17025 under file 4/LE148, carrying ILAC recognition, and is an EU Notified Body under the EMC Directive 2014/30/EU with identification number 1292 - so it both performs the testing and issues the conformity assessment, which is unusual for a research institute. Its practical focus is narrower and more interesting than a general CE-marking service: the laboratory specialises in metering and grid equipment, testing electricity meters, data concentrators and power line communication (PLC) devices, where the immunity problem is not only radiated fields but damped oscillatory waves and conducted transients injected on the distribution network, and where interoperability between meter and concentrator matters as much as emission limits. Alongside that it handles radio equipment under the Radio Equipment Directive, general electronic equipment and weighing instruments. Test coverage spans radiated immunity to RF fields, electrostatic discharge and magnetic fields, and conducted disturbance including fast transient bursts, surges, induced RF signals and damped oscillatory waves, with preliminary pre-compliance measurement offered before formal assessment. Because the laboratory is embedded in a research organisation, customers also reach TECNALIA's modelling and energy systems groups for the engineering behind a failure. Specialisations are smart metering and power line communication, electrical and power sector equipment, automotive, machine tools and robotics, and medical devices.
