About

The EMC Testing Laboratory of the Instytut Lacznosci - Panstwowy Instytut Badawczy, the National Institute of Telecommunications, is one of Poland's state research institutes and sits within its Department of Electromagnetic Compatibility, designated Z-21, on ul. Swojczycka in Wroclaw rather than at the institute's Warsaw headquarters on ul. Szachowa. It is accredited by the Polish Centre for Accreditation under certificate AB 666 and operates a quality system to PN-EN ISO/IEC 17025, with an accreditation scope the institute describes as being systematically extended. Three delivery modes are offered and the distinction matters: testing in the laboratory's own facility, testing at the manufacturer's premises, and in situ testing where equipment is already installed - the last being the only practical route for telecommunications infrastructure, broadcast installations and plant that cannot be disconnected. Alongside product EMC work the laboratory measures electromagnetic fields for two distinct regulatory purposes: occupational health and safety assessment of worker exposure, and environmental protection assessment of public exposure, which in Poland are governed by separate regimes. The institute's wider laboratory estate gives useful context for what sits behind this one: a Telecommunications Equipment Testing Laboratory and an IT Security Evaluation Facility in Warsaw, a Laboratory of Electrical, Electronic and Optoelectronic Metrology also in Warsaw, a separate PCA-accredited Laboratory of EMC Measuring Apparatus in Wroclaw that calibrates EMC instrumentation, and a unit running interlaboratory comparisons - so the EMC laboratory's own measurement chain is calibrated and proficiency-tested within the same institute. The laboratory is led by Piotr Gajewski with Tomasz Tomczyk as deputy. Note that the institute publishes no chamber dimensions, frequency ranges or equipment detail, and its accredited methods are listed only in a downloadable scope document. Specialisations are in situ and on-site EMC measurement, occupational and environmental electromagnetic field assessment, telecommunications equipment, and state-institute measurement traceability.
