About
ISQ was founded in 1965 as the Instituto de Soldadura, a private non-profit association serving Portugal's welded construction sector, was recognised as a legal entity of public utility in 1980 and renamed Instituto de Soldadura e Qualidade in 1985 as its competences widened. Its EMC work descends from LABEL, created in 1980 as the first national laboratory for low-voltage electrical testing in Portugal, and it operates today from the Taguspark science park at Porto Salvo in Oeiras, west of Lisbon. The group runs sixteen accredited laboratories with more than 1,700 staff, over 250 specialised services and, by its own count, more than seventy-six accreditations, notifications and recognitions, with local companies in twelve countries including Spain and Brazil and partnerships that take in the United Nations, the European Space Agency, CERN and ITER. In 2018 the Portuguese state accredited it as a Technological Interface Centre, and in 2020 it formed ISQ&CTAG with the first accredited automotive-sector testing laboratory. The published EMC scope is organised by product family rather than by test method, which makes it easy to match to a directive route: generic immunity and emissions under EN 61000-6-1 to -6-4, household appliances and electric tools under EN 55014-1 and -2, IT equipment under EN 55022 and EN 55024, measurement and laboratory equipment under EN 61326, lighting under EN 55015 and EN 61547, alarm systems under EN 50130-4, fire detection under the EN 54 series, railway under the EN 50121 series, short-range radio devices under EN 301 489-3, and - unusually - weighing instruments under EN 45501 and OIML R-76, which reflects the institute's metrology heritage. Automotive electronic sub-assembly work covers CISPR 25 and EN 55025 emissions, ISO 7637 transients, ISO 10605 discharge, ISO 11452-2 ALSE radiated immunity and ISO 11452-4 bulk current injection. Testing is offered at the laboratory and on site, across pre-compliance, final testing, product inspection and validation phases, and ISQ holds an agreement with CERTIF, which issues certification licences on the basis of ISQ test reports. Chamber dimensions, frequency ranges and the IPAC accreditation number are not published. Specialisations are weighing instrument and metrology EMC, fire and alarm systems, railway, automotive ESA testing, and EMC within a large multidisciplinary engineering institute.
