About
The Japan Quality Assurance Organization is one of Japan's principal testing, certification and conformity assessment bodies for electrical and electronic products and medical devices, and it runs EMC testing at three separate centres: the Safety and EMC Center at Minamiosawa in Hachioji, western Tokyo; the North Kansai Test Center at Ishimaru in Minoh, Osaka; and the Chubu EMC Test Department at Okimura in Kitanagoya, Aichi. All three perform automotive EMC testing, and two of them - Hachioji and Kitanagoya - have reverberation chambers installed for multi-directional interference testing, a mode-stirred technique that produces statistically uniform high fields without the antenna repositioning a conventional chamber demands. Testing is accredited to ISO/IEC 17025 by VLAC in Japan and by TAF overseas, both ILAC mutual recognition arrangement signatories, with VLAC admitted to the ILAC MRA in 2007. The EMC scope covers emissions, immunity, power harmonics and voltage fluctuation and flicker, and JQA's reach extends across the Japanese Radio Act, the Electrical Appliance and Material Safety Act for the PSE mark, the Pharmaceutical and Medical Device Act, VCCI, its own S-JQA and JQA-EMC marks, the IECEE CB Scheme, IECQ certification, and test data supporting FCC, ISED Canada, Korean KC, Taiwanese BSMI, CE and EAC approvals. Lighting equipment is covered under CISPR 15 and IEC 61547 and marine equipment under IEC 60945 and IEC 60533 including ship classification society work, with Radio Act testing of induction cookers and microwave ovens as a distinct line. The on-site testing practice is unusually ambitious, targeting semiconductor manufacturing equipment, machine tools, industrial robots, welders, medical electrical equipment including MRI, food processing machinery, railway equipment and industrial laser and induction heating plant - the categories that genuinely cannot be moved. Weekend and public holiday testing is available on request, and JQA publishes its booking status. Specialisations are reverberation chamber testing, on-site EMC for immovable industrial plant, automotive EMC across three sites, and combined PSE and medical device conformity assessment.
