About
The Laboratorio Central Oficial de Electrotecnia, LCOE, is operated by the Fundacion para el Fomento de la Innovacion Industrial, F2i2, and its low voltage and EMC laboratory works from Getafe, south of Madrid, across two sites - Calle Diesel and the Tecnogetafe technology park on Calle Eric Kandel - with further offices in Barcelona, Zaragoza, Logrono and Amorebieta. It is accredited by ENAC and under the IECEE CB Scheme to UNE-EN ISO/IEC 17025 for both emission and immunity testing, holds CCA and ENEC recognition, and acts as a Notified Body under the Low Voltage Directive for controversy analysis under articles 8 and 9 - a dispute resolution role rather than a routine certification one, and an unusual designation to hold. The product-standard coverage is the broadest of any Spanish laboratory here and is enumerated by equipment family: mains signalling to EN 50065-1, household appliances and tools, lighting equipment, IT and office equipment, industrial scientific and medical equipment, railway to EN 50121-3-2, 50121-4 and EN 50155, electromedical and laboratory equipment, lifts escalators and moving walks to EN 12015 and EN 12016, uninterruptible power supplies to EN 62040-2, automatic controls for domestic use to EN 60730-1, domestic electronic switches to EN 60669-2-1, gas detectors and alarms to EN 50270 and EN 50130-4, and traffic lights to EN 50293 - that last one being a standard almost no other laboratory publishes. Its immunity measurements extend past the common set to EN 61000-4-12 damped sine wave and EN 61000-4-13 harmonics and interharmonics. Alongside EMC it runs extensive electrical safety testing, energy efficiency and eco-design testing for European and other energy labelling regimes, and photometry with two goniophotometers producing EULUMDAT, IES and CIE files. Accreditation numbers, the notified body number and chamber dimensions are not published. Specialisations are traffic signalling and gas detection EMC, lift and escalator equipment, UPS, Low Voltage Directive controversy analysis, and combined EMC with photometry and energy efficiency.
