About
LICPE is the testing laboratory of OICPE, the Organism Independent pentru Certificarea Produselor Electrice - the independent body for certification of electrical products - and it carries the longest continuous testing lineage of any laboratory in this directory. Testing began in 1955 as the Serviciu de Omologari Produse Electrotehnice within ICPE, Romania's electrical engineering research institute on Splaiul Unirii in Bucharest, and the laboratory has operated under OICPE since 2009. Its accreditation history is layered: RELAR accreditation from 1995 under SR EN 45001 with certificate number 008-L, then RENAR accreditation from 2002 under SR EN ISO/IEC 17025. It also holds an authorisation from AFER, the Romanian Railway Authority, under series AL number 121/2001 - a credential that lets it serve the Romanian rail sector directly - and is a notified body under number 2728 for the Construction Products Regulation 305/2011, where its scope covers reaction-to-fire classification. The Ministry of Economy has recognised it for conformity assessment under both the Low Voltage Directive (Order 521/2004) and the EMC Directive (Order 552/2004). Four test disciplines sit on the site: electrical safety, electromagnetic compatibility, mechanical and climatic testing, and high voltage testing - the high voltage laboratory being named after Dr Mihai Maricaru. Products are tested against harmonised European standards, international and national standards and customer or product specifications, with cable manufacturers specifically addressed. The stated mission is serving Romanian and other manufacturers, consumer protection and free movement of goods. Note that the laboratory publishes no EMC standards list, chamber dimensions or frequency ranges, and its RENAR accreditation number is not given, so the accredited EMC scope should be confirmed directly. Specialisations are combined EMC with electrical safety, mechanical, climatic and high voltage testing, railway sector authorisation, cable testing and construction product fire classification.
