About
The National Radio Research Agency, known as RRA, is South Korea's radio research institute and operates under the Ministry of Science and ICT from Bitgaram-ro in Naju, Jeollanam-do, in the Naju innovation city south of Gwangju. Its position in this directory is different from every other entry: RRA is the certification agency for the Korean conformity assessment system, and it both runs conformity assessment testing of broadcasting and communications equipment and designates the private laboratories that may perform it. Manufacturers, sellers and importers of broadcasting and communications equipment must establish that their equipment meets Korean technical regulations, and the conformity assessment test evaluates that using methods set by law or standard. The designation system rests on Article 33-2 of the Electrical Communication Basic Law and Articles 46 and 57 of the Radio Wave Law, implemented through the ministerial Rules on the Designation and Management of Information and Communication Equipment Testing Agencies and RRA's own operational guidelines - and, except in special cases, meeting ISO/IEC 17025 satisfies the competence requirement, which is why every other Korean laboratory in this directory traces its authority back to an RRA designation. RRA is also the Korean designating authority under the APEC Telecommunications Mutual Recognition Arrangement, recognising foreign conformity assessment bodies to test against Korean standards - its recognised list includes dozens of United States laboratories tested against KS X radio standards. The practical consequence for anyone using this directory is that the KC mark route runs through RRA, whether testing is done at its own conformity assessment facility or at a designated private laboratory.
