About

TELEC, the Telecom Engineering Center, operates from the Telec Building at Yashio in Shinagawa-ku, Tokyo, and is the body most foreign manufacturers encounter first when entering the Japanese radio market. Its core function is Japanese radio certification - Radio Equipment Conformity Certification and Terminal Equipment Conformity Certification, the route to the giteki mark that any radio device sold in Japan must carry - with radio device testing including specific absorption rate measurement, Wi-SUN testing, and testing of industrial facilities using radio frequencies and of extremely low power radio equipment. Its anechoic chamber is described as one of the largest within Tokyo's 23 wards, at 10 metres, which is notable given land values in the capital. Its registration record is unusually long: VCCI registration A-0384 dating from November 1986, VLAC accreditation VLAC-011 to ISO/IEC 17025 from September 2005, and FCC registration JP0022 from May 2009 - almost forty years of continuous VCCI registration. Beyond Japan it handles EMC testing for overseas markets including VCCI and FCC measurement and CE marking under the EMC Directive and the former R&TTE Directive, and radio testing to the schemes of a wide set of countries: IC for Canada, ANATEL for Brazil, GOST for Russia, CCC for China, KC for Korea, BSMI for Taiwan and RCM for Australia and New Zealand. For a manufacturer that needs Japanese certification as the anchor and then wants the same samples carried into Asian, Latin American and Oceanian markets, that single-engagement breadth is the practical draw. Note that TELEC's own pages do not publish chamber dimensions, frequency ranges or SAR system details, and the organisation's test facility operates separately from the head office building. Specialisations are Japanese giteki radio certification, SAR measurement, Wi-SUN, low power radio equipment, and multi-country radio scheme testing from Tokyo.
